A SUMMARY OF HOUSE BILL 4996 AS INTRODUCED 7-17-03

         House Bill 4996 would amend the Michigan Election Law to require the secretary of state to report to the legislature the number of spoiled ballots and uncounted votes after each statewide election.

         The bill specifies that following each statewide election, the secretary of state would be required to investigate and prepare a report for the legislature that summarizes the number of spoiled ballots, the number of votes that were not counted due to over-voting, cross-voting, or under-voting, and the probable causes contributing to the number of spoiled and uncounted ballots.  The bill specifies that the report also include recommendations to improve the election system, and reduce the number of spoiled and uncounted ballots.
