Senator Michael Switalski of the 10th District offered the following invocation:

Good Morning, Lord. You've given us much to do, with a new budget and revenue challenges ahead of us. Thank You for giving us work to do. Ignore all our complaints about work. Having a job to do makes us respect ourselves. It is our humble way of imitating You.

But before we start our work today, I note with appreciation that You intend to grant us some 40-degree weather. Lord, it's been a long time since we've seen 40 degrees. We know You have been especially kind to Michigan. You've given us four distinct seasons. You've given us the Great Lakes, which look so beautiful frozen over and covered with white snow. Everything looks so bright and wonderful during our winters. It's our children's favorite season, especially on a snow day.

Thanks for the winter. But, Lord, we've had enough of it. The snow's been there for a long time, and it's got a lot of dirt on it. It's time for a change.

So thank You, Lord, for the hint of spring You bring to us this week.

Statements

 

 

Senator Thomas asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal.

Senator Thomas' statement is as follows:

Mr. President, I rise with a heavy heart. Early Monday morning, in the southwest part of the city of Detroit, two of Detroit's finest, Jennifer Fettig and Matthew Bowens, stopped a motorist. Officer Fettig, who was born and raised in Petoskey, took down the license plate number and was preparing to approach the driver. Before Officer Fettig could get out of her car, the driver of the stopped vehicle got out, shot and killed her. Officer Bowens got out of the car to assist his partner, was shot nine times, and also later died.

Officer Mathew Bowens, who was 26 years old, was a proud officer of the Detroit Police Department. He was a resident of Lincoln Park, joined the Detroit police force in December of 2000, and had just gotten married before Christmas. After graduating from high school in 2000, Officer Bowens went to the Detroit Police Academy. As soon as he earned his badge, he made sure to come back by his high school, proudly showing off his uniform. Officer Bowens was a young, aggressive officer, who took his job seriously, and was also on the precinct softball team, the Delray Lawmen, which won the city tournament in 2003. Officer Bowens was given a life-saving award after he and one of his partners revived a man shot in the head in May of 2002 and drove him to Detroit Receiving Hospital after an ambulance did not arrive. Officer Bowens also received a citation for arresting suspects breaking into cars near a supermarket in August of 2003, and then returned all of the stolen clothing and merchandise to the victims. Officer Bowens was known around the precinct for his ready smile, laugh, and general lust for life.

Officer Fettig, who is also 26 years old, lived in Detroit. She joined the police department in October of 2001 and recently became engaged to another Detroit police officer. She had numerous opportunities to leave the midnight patrol of southwest Detroit, but she enjoyed her job so much and was proud to be a part of the service to the city of Detroit. In fact, Officer Fettig objected when she was transferred to another precinct to direct traffic for special events, an assignment she didn't consider real police work. After a few months, she was transferred back to Detroit's 4th Precinct, about 6 months ago. Officer Fettig wanted to become a police officer because when she was young, a cousin was murdered, and the suspect was never found.

These two officers never asked much of us. They served their time, they took pride in their uniforms and duties, and wanted the respect of their peers and the citizens they served. Their goal was to make the city streets just a little bit safer for you and me, and to ensure that the right people were arrested.

The 4th Detroit Police Precinct, located in southwest Detroit, has photographs of nine officers killed in the line of duty and the Latin phrase, "tuebor ad infinitum," defend to the end. After yesterday, they will unfortunately have to add two more photos to the list. This is not only a great tragedy for the city of Detroit, but for the entire state of Michigan. Our police officers are always there to protect us, and no matter where you live, there is no such thing as a routine day for a police officer.

My colleagues, I would like to ask for a moment of silence today for Officer Jennifer Fettig and Officer Matthew Bowens of the Detroit Police Department for their families and for all of the police officers in uniform across the state who serve us with their lives every day.

 

A moment of silence was observed in honor of Officer Jennifer Fettig and Officer Matthew Bowens of the Detroit Police Department.
