Pastor Jeff Whittaker of Michiana Christian Embassy Church of Niles offered the following invocation:
Father, today we come into Your presence with thanksgiving. Lord, we realize that according to Your Word that this is the day that the Lord has made, and we will rejoice and be glad in it. We thank You, Lord, for the honor of being Your servants on the earth, receiving a mantel of responsibility and authority.
Lord, we also pray, as we are reminded of the prayer of King Solomon as he cried out not for riches, not for victory over enemies, but for wisdom.
Lord, we ask You right now, Father, we ask You for Your wisdom to govern justly and clarity of thought, that every distraction will be cast down out of our minds. Lord, we even pray for those in the Gallery this morning--the young people, the children--because, Lord, the actions that are done today plant the seeds of what will be tomorrow. We love You, and we thank You so very much. You paid the ultimate price so we could live.
We pray all of this, and we ask You in Jesus' powerful name. Amen.

The House of Representatives has passed the bill as substituted (H-4), ordered that it be given immediate effect and amended the title to read as follows:
A bill to amend 1994 PA 451, entitled "An act to protect the environment and natural resources of the state; to codify, revise, consolidate, and classify laws relating to the environment and natural resources of the state; to regulate the discharge of certain substances into the environment; to regulate the use of certain lands, waters, and other natural resources of the state; to prescribe the powers and duties of certain state and local agencies and officials; to provide for certain charges, fees, and assessments; to provide certain appropriations; to prescribe penalties and provide remedies; to repeal certain parts of this act on a specific date; and to repeal certain acts and parts of acts," by amending sections 3103, 3112, 3113, 3115, 3118, and 3119 (MCL 324.3103, 324.3112, 324.3113, 324.3115, 324.3118, and 324.3119), section 3118 as amended by 1999 PA 35 and section 3119 as amended by 1999 PA 106, and by adding sections 3120 and 3121; and to repeal acts and parts of acts.

A bill to amend 1992 PA 234, entitled "The judges retirement act of 1992," by amending section 512 (MCL 38.2512), as added by 2002 PA 675.
The following are the amendments recommended by the Committee of the Whole:
1. Amend page 3, line 9, after "by" by striking out "December 30, 2003" and inserting "January 30, 2004".

Senator Schauer's statement is as follows:
It is with a heavy heart that I rise before my colleagues today to express my sincere condolences to the family of U.S. Army Specialist Donald Laverne Wheeler, Jr., of Concord, Michigan.
Army Specialist Wheeler died yesterday as a result of injuries he sustained Monday when his unit came under a rocket-propelled grenade attack from renegade Iraqi forces 90 miles north of Baghdad in Tikrit. He was only 22 years old. He was assigned to A Company, First Battalion, Twenty-Second Infantry Regiment, Fourth Infantry Division stationed at Fort Hood, Texas.
Donald Wheeler graduated from Jackson Lumen Christi High School in 1999, where he was a member of the school's football team that made the regional finals. Known by relatives as "DJ," Army Specialist Wheeler worked for the family business, but enlisted following September 11 because he felt the call to defend our nation against terrorist aggression. His willingness to help protect our country was also echoed by his uncle and namesake, who was killed during the Korean War. His grandfather also served in World War II.
We grieve along with the Wheeler family and the hundreds of other families across this great nation who have lost loved ones during the recent military conflict in the Middle East. All of their sons and daughters have made the ultimate sacrifice to help protect the freedoms we hold so dear.
I respectfully ask the Michigan Senate to offer a moment of silence in honor of U.S. Army Specialist Donald L. Wheeler, Jr., and extend our prayers to the many loved ones he left behind.
