Rep. Mickey Mortimer, from the 65th District, offered the following invocation:

"Dear Lord, please help us to understand and to appreciate the laws of her ruling nations that You have given us in the Book of Deuteronomy and the power that it has put on us and the responsibilities as well. 'For you spoke to appoint judges and officials for each of your tribes in every town that Lord, your God, has given you and they shall judge the people fairly. Do not pervert justice or show partiality. Do not accept a bribe.' Lord, You knew how important these words were when You gave them to all of us to act in a faithful and godly way, because as the people of Israel found when they did not appoint good judges and faithful administrators, rebellion and injustice plagued their communities. So be it for us if we do not accept Your word and do not accept the responsibilities we have to treat one another in a godly way, and to put You before all things that we do. In that sense, we pray to You to give us Your power and Your abiding love as we move forward today and every day. In Your name, we pray. Amen."

Reps. Tabor, Adamini, Anderson, Bieda, Brandenburg, Brown, Caswell, Clack, Daniels, Dennis, DeRossett, Elkins, Emmons, Farrah, Garfield, Gleason, Hoogendyk, Hopgood, Huizenga, Hune, Jamnick, Koetje, Meyer, Milosch, Minore, Murphy, Pappageorge, Pastor, Phillips, Richardville, Robertson, Sak, Shaffer, Sheltrown, Shulman, Spade, Stallworth, Taub, Vander Veen, Voorhees, Wojno and Rocca offered the following resolution:

House Resolution No. 223.

A resolution recognizing May 2004 as Motorcycle Safety Awareness Month in the state of Michigan.

Whereas, It is most appropriate to join with motorcyclists throughout the state of Michigan in commemorating May 2004 as Motorcycle Safety Awareness Month. This worthwhile observance provides all Michigan motorists with an opportunity to rededicate themselves to the highest standards of highway safety; and

Whereas, The coming of spring marks the return of motorcycle enthusiasts to our state's highways. Statewide, motorcyclists have been at the forefront of efforts to promote the wise and sensible use of this most enjoyable mode of travel. Indeed, the disproportionate number of motorcycle fatalities makes it vitally important to encourage motorcyclists to understand and practice the highest degree of safety as well as to remind other drivers that highway safety is a two-way street; and

Whereas, Motorcycle Safety Awareness Month encourages motorcycle operators to wear the proper protective riding apparel, to keep their motorcycles in good operating condition, to adhere to the laws of the road, and to adopt the driving techniques which provide an extra measure of safety; and

Whereas, Car and truck drivers need to be made aware of the seasonal return of motorcyclists and are urged to be particularly alert and careful when approaching or overtaking a motorcycle on the highway. All of Michigan's citizens are urged to recognize the different type and size of vehicles on our highways and develop a caring attitude toward sharing the road, thus making the roads of our Great Lakes State safer for us all. It is truly a pleasure to take this opportunity to once again remind all of those who share our highways that safety is every driver's responsibility; now therefore, be it

Resolved by the House of Representatives, That the members of this legislative body recognize May 2004 as Motorcycle Safety Awareness Month in the state of Michigan.

Pending the reference of the resolution to a committee,

Rep. Richardville moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. Gaffney, Accavitti, Adamini, Anderson, Bieda, Brandenburg, Brown, Clack, Condino, Daniels, Dennis, DeRossett, Ehardt, Elkins, Emmons, Farhat, Farrah, Garfield, Gleason, Hopgood, Huizenga, Hune, Jamnick, Koetje, Law, Lipsey, Meyer, Minore, Murphy, Pappageorge, Phillips, Plakas, Robertson, Sak, Shaffer, Shulman, Spade, Stallworth, Taub, Vander Veen, Voorhees, Wojno and Rocca offered the following resolution:

House Resolution No. 224.

A resolution commemorating the 20th anniversary of the Royal College of Physicians and Surgeons for their valuable contributions to medical research and education in the state of Michigan.

Whereas, We are proud to join with the members, officers, and friends of the Royal College of Physicians and Surgeons as they gather to mark its 20th anniversary. This milestone is a reflection of disciplined work and a commitment to the common good that is most commendable. While the members of this distinguished organization celebrate 20 years of service, we offer our thanks for the important gifts they have shared within Michigan and throughout the United States; and

Whereas, The Royal College of Physicians and Surgeons can trace its origins back to 1984. In the years that have followed, this organization has adapted to changes in society, membership, and expectations. This ability to grow and change has demonstrated the belief that members have maintained in their mission of advancing medical training and expanding skill levels; and

Whereas, With ceremonies to celebrate its history, the members and officers of the Royal College of Physicians and Surgeons will remember the vision of many people and the hours and years of dedication that have brought the group to this point. Fittingly, as they look to the past, they will also be casting an eye to the future and to the many areas in which the Royal College of Physicians and Surgeons will continue to reach out in our state; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body commemorate the 20th anniversary of the Royal College of Physicians and Surgeons and to express appreciation for their valuable contributions in the state of Michigan; and be it further

Resolved, That a copy of this resolution be transmitted to the Royal College of Physicians and Surgeons as evidence of our esteem.

Pending the reference of the resolution to a committee,

Rep. Richardville moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.
