A bill to amend 1989 PA 292, entitled
"Metropolitan councils act,"
by amending section 19 (MCL 124.669), as amended by 1998 PA 373.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 19. (1) The articles may authorize a metropolitan area
2 council to propose standards, criteria, and suggested model ordi-
3 nances to regulate the use and development of land and water
4 within the council area.
5 (2) To the extent authorized in the articles, a metropolitan
6 area council may plan, promote, finance, issue bonds for,
7 acquire, improve, enlarge, extend, own, construct, replace, or
8 contract for public improvements and services including, but not
9 limited to, the following:
10 (a) Water and sewer public improvements and services.

1 (b) Solid waste collection, recycling, and disposal.
2 (c) Parks, museums, zoos, wildlife sanctuaries, and
3 recreational facilities.
4 (d) Special use facilities.
5 (e) Ground and air transportation and facilities, including
6 airports.
7 (f) Economic development and planning for the metropolitan
8 area council area.
9 (g) Higher education public improvements and services.
10 (h) Community foundations as that term is defined in
11 section 261 of the income tax act of 1967, 1967 PA 281,
12 MCL 206.261.
13 (3) A council established under this act shall not contract
14 for the operation by another person of a public improvement or
15 service acquired by the council pursuant to this act.
16 (4) A metropolitan area council may establish divisions,
17 bureaus, and committees, including advisory committees. Members
18 of advisory committees shall serve without compensation but may
19 be reimbursed for their reasonable expenses as determined by the
20 council.
21 (5) A metropolitan area council in cooperation with other
22 agencies and departments of the state and the state universities
23 may develop a center for data collection and storage to be used
24 by the council and other governmental users and may furnish
25 information on subjects such as population, land use, and govern-
26 mental finances.

1 (6) A metropolitan area council may study the feasibility of
2 programs relating but not limited to water supply, refuse
3 disposal, surface water drainage, communication, transportation,
4 and other subjects of concern to the participating local govern-
5 mental units and may institute demonstration projects in connec-
6 tion with the studies.
7 (7) BONDS ISSUED UNDER THIS ACT ARE SUBJECT TO THE REVISED
8 MUNICIPAL FINANCE ACT, 2001 PA 34, MCL 141.2101 TO 141.2821.
