        A bill to amend 1966 PA 331, entitled

   "Community college act of 1966,"

   by amending section 84 (MCL 389.84).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

             Sec. 84.  (1) The board of trustees shall submit to the

 2
        electors of the district the proposition to establish the maximum

 3
        annual tax rate.  If the proposition to establish the maximum

 4
        annual tax rate fails to receive a proper majority of the elec-

 5
        tors voting in the community college district at the first elec-

 6
        tion held for that purpose, the proposition to establish the max-

 7
        imum annual tax rate may be resubmitted at a  regular  SUBSEQUENT

 8
        election  or at a special election called by the board of trust-

 9
        ees for that purpose.  In no event shall such an election be

10
        called by the board of trustees more often than once in any 9

11
        month period.  HELD MORE THAN 9 MONTHS AFTER THE FIRST ELECTION.

             (2) AN ELECTION TO ESTABLISH THE MAXIMUM ANNUAL TAX RATE

        UNDER SUBSECTION (1) SHALL BE SUBMITTED OR RESUBMITTED TO THE

        ELECTORS ONLY AT 1 OF THE FOLLOWING ELECTIONS:

             (A) A NOVEMBER GENERAL ELECTION.

             (B) A GENERAL PRIMARY ELECTION HELD ON THE TUESDAY SUCCEED-

 6
        ING THE FIRST MONDAY IN AUGUST PRECEDING A NOVEMBER GENERAL

 7
        ELECTION.

             (C) A SPECIAL ELECTION CALLED BY THE BOARD OF TRUSTEES, HELD

 9
        AT THE SAME TIME AS A STATEWIDE SPECIAL ELECTION.
