        A bill to make appropriations for the department of education and

   certain other purposes relating to education for the fiscal year ending

   September 30, 2003; to provide for the expenditure of the appropriations;

   to prescribe the powers and duties of certain state departments, school

   districts, and other governmental bodies; and to provide for the disposi-

   tion of fees and other income received by certain legal entities and

   state agencies.
