A bill to amend 1949 PA 300, entitled "Michigan vehicle code," (MCL 257.1 to 257.923) by adding section 811o. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 SEC. 811o. (1) THE SECRETARY OF STATE SHALL DEVELOP AND, 2 UPON APPLICATION, MAY ISSUE A VERY SPECIAL ARTS REGISTRATION 3 PLATE TO AN APPLICANT FOR USE ON THE PASSENGER MOTOR VEHICLE, 4 PICKUP TRUCK, VAN, MOTOR HOME, HEARSE, BUS, TRAILER COACH, OR 5 TRAILER FOR WHICH THE REGISTRATION PLATE IS ISSUED INSTEAD OF A 6 STANDARD REGISTRATION PLATE. VERY SPECIAL ARTS REGISTRATION 7 PLATES SHALL BEAR LETTERS AND NUMBERS THAT THE SECRETARY OF STATE 8 PRESCRIBES. THE PLATE SHALL BE OF A DESIGN BY A CHILD IN A VERY 9 SPECIAL ARTS PROGRAM AND APPROVED BY THE SECRETARY OF STATE. THE 10 WORD "MICHIGAN" SHALL APPEAR ON EACH VERY SPECIAL ARTS 11 REGISTRATION PLATE. 00907'01 JJG 2 1 (2) AN APPLICATION FOR A VERY SPECIAL ARTS REGISTRATION 2 PLATE SHALL BE SUBMITTED TO THE SECRETARY OF STATE PURSUANT TO 3 THE PROCEDURES PRESCRIBED IN SECTION 217. APPLICATION FOR AN 4 ORIGINAL OR RENEWAL VERY SPECIAL ARTS REGISTRATION PLATE SHALL BE 5 ACCOMPANIED WITH PAYMENT OF THE REGULAR VEHICLE REGISTRATION TAX 6 IN ADDITION TO A SERVICE FEE AS FOLLOWS: 7 (A) FOR AN ORIGINAL VERY SPECIAL ARTS REGISTRATION PLATE, A 8 $35.00 SERVICE FEE, $25.00 OF WHICH SHALL BE CONTRIBUTED TO THE 9 JUNIOR LEAGUE OF FLINT, INC. 10 (B) FOR A RENEWAL VERY SPECIAL ARTS REGISTRATION PLATE, 11 $10.00. 12 (3) A VERY SPECIAL ARTS REGISTRATION PLATE SHALL EXPIRE AS 13 DESCRIBED IN SECTION 226. UPON THE ISSUANCE OR RENEWAL OF A VERY 14 SPECIAL ARTS REGISTRATION PLATE, THE SECRETARY OF STATE MAY ISSUE 15 A TAB OR TABS DESIGNATING THE MONTH AND YEAR OF EXPIRATION. 16 (4) THE SECRETARY OF STATE MAY ISSUE A TEMPORARY REGISTRA- 17 TION PERMIT TO A PERSON WHO SUBMITS AN APPLICATION AND THE PROPER 18 PAYMENTS FOR A VERY SPECIAL ARTS REGISTRATION PLATE IF THE 19 APPLICANT'S CURRENT VEHICLE REGISTRATION WILL EXPIRE BEFORE HIS 20 OR HER RECEIPT OF A VERY SPECIAL ARTS REGISTRATION PLATE. THE 21 TEMPORARY REGISTRATION SHALL EXPIRE UPON RECEIPT OF A VERY SPE- 22 CIAL ARTS REGISTRATION PLATE OR 60 DAYS AFTER THE ISSUANCE OF A 23 VERY SPECIAL ARTS REGISTRATION PLATE, WHICHEVER OCCURS FIRST. 24 THE TEMPORARY PERMIT SHALL BE ISSUED WITHOUT A SEPARATE FEE. 25 (5) VERY SPECIAL ARTS REGISTRATION PLATE SERVICE FEES COL- 26 LECTED UNDER THIS SECTION BY THE SECRETARY OF STATE SHALL BE 27 IDENTIFIED AND SEGREGATED BY THE SECRETARY OF STATE INTO A 00907'01 3 1 SEPARATE ACCOUNT. AFTER DEDUCTING THE MANUFACTURING AND 2 ADMINISTRATIVE COSTS OF THE SECRETARY OF STATE, INCLUDING ADMIN- 3 ISTRATIVE COSTS ASSOCIATED WITH ISSUING, REPLACING, AND SUBSTI- 4 TUTING PLATES, THE SECRETARY OF STATE SHALL ON A QUARTERLY BASIS 5 TRANSFER $25.00 OF EACH FEE COLLECTED TO THE JUNIOR LEAGUE OF 6 FLINT, INC. AND TRANSFER THE BALANCE OF THE VERY SPECIAL ARTS 7 REGISTRATION PLATE SERVICE FEES TO THE STATE TREASURER WHO SHALL 8 CREDIT THE FEE MONEY TO THE MICHIGAN TRANSPORTATION FUND ESTAB- 9 LISHED IN SECTION 10 OF 1951 PA 51, MCL 247.660. 10 (6) FOR PURPOSES OF THIS SECTION, "VERY SPECIAL ARTS REGIS- 11 TRATION PLATE" MEANS A REGISTRATION PLATE CONTAINING A SPECIAL- 12 IZED DESIGN PERTAINING TO THE VERY SPECIAL ARTS. 00907'01 Final page.
