        A bill to make, supplement, and adjust appropriations for the

   department of education for the fiscal year ending September 30, 2001; to

   provide for the expenditure of the appropriations; and to prescribe cer-

   tain conditions for the appropriations.

                   THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

               1                                       PART 1

               2                              LINE-ITEM APPROPRIATIONS

               3          Sec. 101.  There is appropriated for the department of education for

               4     the fiscal year ending September 30, 2001, from the following funds:

               5       Blue ribbon committee on special education........... $          50,000

               6       GROSS APPROPRIATION.................................. $          50,000

               8       State general fund/general purpose................... $          50,000

               2                        PROVISIONS CONCERNING APPROPRIATIONS

               3     GENERAL SECTIONS

               4          Sec. 201.  Pursuant to section 30 of article IX of the state consti-

               5     tution of 1963, total state spending under part 1 for fiscal year

               6     2000-2001 is $50,000.00.  State payments to local units of government

               7     under this act are $0.00.

               8          Sec. 202.  The appropriations made and the expenditures authorized

               9     under this act and the departments, agencies, commissions, boards,

              10     offices, and programs for which an appropriation is made under this act

              11     are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to

              12     18.1594.

              13          Sec. 203.  The appropriations under this act are for the operations

              14     of the blue ribbon committee on special education appointed under section

              15     1705 of the revised school code, 1976 PA 451, MCL 380.1705, as described

              16     in that section.

              17          Enacting section 1.  This act does not take effect unless Senate

              18     Bill No. _____ or House Bill No. 4419 (request no. 03150'01) of the 91st

              19     Legislature is enacted into law.
