A SUMMARY OF HOUSE BILL 6417 AS INTRODUCED 9-24-02
House Bill 6417 would amend Public Act 51 of 1951, the Michigan Transportation Fund Act, to allow the use of alternative standards for the construction and repair of highways.
The bill would require that in implementing the opening, widening, or improving (including the construction and re-construction) of all state trunk line highways, the Department of Transportation include within the project expenditures that would be necessary to mitigate the adverse environmental impact on the environmental character of the abutting area. Under the bill, the department's expenditures would be required to take into account all of the following factors:
-demographic and travel forecasts;
-design standards, including the possibility of alternative design standards;
-provision of safe and efficient transportation;
-site conditions;
-environmental factors that could restrict use;
-disruptions to homes and businesses;
-the benefits available from limiting access to new construction;
-cost effectiveness;
-mobility; and,
-safety.
