A SUMMARY OF HOUSE BILL 6384 AS INTRODUCED 9-24-02
House Bill 6384 would amend the Michigan Employment Security Act to provide some Department of Corrections academy candidates with eligibility for unemployment benefits.
The bill specifies that notwithstanding other provisions in the act, an individual would be eligible for benefits if the individual established, to the satisfaction of the commission, that all of the following applied:
-the individual had been an enrollee in the October 2001 Department of Corrections Central Training Academy, as described in the Correctional Officers' Training Act;
-the individual had not been admitted to the Department of Corrections Central Training Academy because the position created for him or her had been eliminated by budget reductions; and,
-the individual had quit his or her job to become an enrollee in the October 2001 Central Training Academy.
Further, the bill specifies that if an individual met these requirements and was otherwise qualified, the individual would be eligible to receive benefits, and have the same status as if he or she had actually been employed by the Department of Corrections. Under the bill, benefits would be calculated as if the individual had actually been an enrollee of the October 2001 academy, using the pay rate the individual would have received, and the number of hours he or she would have worked. Benefits would be calculated from the time period beginning the day after the individual quit employment to be an enrollee of the October 2001 academy.
