A SUMMARY OF HOUSE BILLS 6129 AND 6130 AS INTRODUCED 5-28-02
The bills would amend the Natural Resources and Environmental Protection Act to ban the disposal of cathode ray tubes in landfills and municipal solid waste incinerators.
House Bill 6129 would amend the act (MCL 324.5502a) to prohibit a person from knowingly disposing of a cathode ray tube, including a television or a computer monitor containing a cathode ray tube, in a municipal solid waste incinerator. The owner or operator of a municipal solid waste incinerator would also be prohibited from permitting the disposal of such items.
House Bill 6130 would amend the act (MCL 324.11514) to prohibit a person from knowingly disposing of a cathode ray tube, including a television or computer monitor containing a cathode ray tube, in a landfill (or a landfill operator from permitting the disposal of these items). The prohibition would take effect January 1, 2006.
In addition, House Bill 6130 would require the Department of Environmental Quality to convene a task force, no later than January 1, 2006, to report to the legislature (by June 1, 2004) on the adequacy of regulatory programs related to the disposal of electronic waste, and in particular, electronic waste containing cathode ray tubes. The task force would be composed of representatives of manufacturers of electronic equipment, environmental organizations, retail businesses that handle electronic equipment, members of the public, and other interested persons.
