A SUMMARY OF HOUSE BILL 5048 AS INTRODUCED 9-20-01

The bill would amend the Management and Budget Act to require each state agency to submit, by January 15 of each year, a report on each of its programs to the House and Senate appropriations committees and to the appropriate standing committees of each house. Each report would have to contain a strategic plan for the program for the following fiscal year, and for the next five fiscal years and the next ten fiscal years. A "strategic plan" would be defined to mean a clear and concise statement of policy goals, optimal operational structure, budgeting, and a method of how to specifically achieve these stated objectives within a specified period of time.
