A SUMMARY OF HOUSE BILL 4562 AS INTRODUCED 4-17-01

The bill would add a new section to the Public Health Code to generally require that certain students enrolled in Michigan institutions of higher education who lived in on-campus housing be immunized against meningitis ("meningococcal disease").

More specifically, on-campus student residents (or those who had contracted to live in on-campus housing) would be required to be immunized (by "an authorized health professional, physician, local health department, clinic, or other agency offering immunizations") unless (a) the public or private college or university, junior college, or community college provided detailed information on the risks associated with meningitis and the availability and effectiveness of immunization, and (b) the student (or his or her parent, guardian, or person in loco parentis) signed a written waiver that stated that he or she had received and reviewed the information provided and elected not to have the immunization.

If the student were an adult, he or she would have to obtain the immunization. If the student were a "child," his or her parents (guardian, or person in loco parentis) would have to provide for their child's immunization. An institution of higher education would not be required to provide or pay for the required immunizations.
