A SUMMARY OF HOUSE BILL 4506 AS INTRODUCED 3-22-01

The bill would add a new section to the home solicitation sales act (Public Act 227 of 1971) to require telephone solicitors to buy a current "do not call" registry (that would be created by House Bill 4042) before doing residential business in Michigan. A telephone solicitor would be required to buy the latest version of the "do not call" registry annually from the Michigan Public Service Commission (PSC) on or before May 1, paying the PSC an annual fee of $500 for access to the register. The annual fee would cover the time period from the following July 1 through June 30. The PSC would be required to sell photocopies of the register to telephone solicitors and to make it available to them over the Internet or by other electronic means. The bill is tie-barred to House Bill 4153, which would prohibit residential telemarketing in the state unless the telemarketer were licensed with the state.
