A SUMMARY OF HOUSE BILL 4503 AS INTRODUCED 3-20-01
House Bill 4503 would amend the State School Aid Act to change the definition of "pupil" so that the children of school employees could attend school in the districts where their parents worked.
Under the law, "pupil" is defined to mean a person in membership in a public school. Further, the law specifies that a district must have the approval of the pupil's district of residence in order to count the pupil in membership. However, the law provides exceptions to this rule, and describes 11 instances when approval from a student's district of residence is not required. House Bill 4503 would retain those exceptions and add another. Under the bill, approval from the district would not be required when a pupil was the child of a person who was employed by the district. The bill specifies that as used in this subdivision, "child" would include an adopted child or a legal ward.
