A SUMMARY OF HOUSE BILL 4416 AS INTRODUCED 3-6-01
The bill would amend the Stille-DeRossett-Hale Single State Construction Code Act to prohibit the use of fiberglass to insulate any heating ducts installed or replaced in an educational facility, food service establishment, or hospital. "Fiberglass" would be defined to mean glass in fibrous form used for insulation. The bill would also define the term "educational facility" as a building owned, leased, or under the control of a public or nonpublic school or school system containing any of grades K through 12; "food service establishment" as a place in which food or drink was prepared for direct consumption through service on the premises or elsewhere (for instance, a restaurant, theater, delicatessen, rental hall, and catering kitchen, among others); and "hospital" as a general, tuberculosis, mental, chronic disease, or other hospital and related facilities that would include a laboratory, out-patient department, nurses' home and training facilities, and central service facilities operated in connection with a hospital.
