A SUMMARY OF HOUSE BILL 4271 AS INTRODUCED 2-15-01
House Bill 4271 would amend the Michigan Gaming Control and Revenue Act to prohibit the issuance or renewal of a license for a casino or casino enterprise along the east riverfront in the city of Detroit. Specifically, development would be prohibited in the area of the city of Detroit bounded by the Renaissance Center, East Jefferson Avenue, East Grand Boulevard, the Douglas MacArthur Bridge, and the Detroit River. Under current law, unless approved by the city, a casino may not be located within 1,000 feet of a church or other place of worship, a school, college, or university, a financial institution or branch of a financial institution, or a pawnshop.
The bill would not take effect unless approved by the voters of the city of Detroit. The question would be placed on the ballot at the next regular election to be held at least 60 days after the effective date of the bill, or at a special election called for the purpose by the Detroit City Council. If a majority of the electors voted in favor of adopting the prohibition, the bill would take effect 10 days after the certification of the election results.
