A SUMMARY OF HOUSE BILL 4147 AS INTRODUCED 2-7-01

House Bill 4147 would amend the Charter Township Act to allow a charter township to separate storm water drainage and footing drains from sanitary sewers on privately owned property for a public purpose.

Currently a charter township may determine the necessity of local and public improvements, and also may maintain or operate the improvements. Local and public improvements specified under the law include paving streets, laying curbs and gutters, installing pedestrian walkways, laying sidewalks, installing solid waste disposal systems, installing steam generation and distribution, laying storm and sanitary sewers, installing water systems, and installing street and highway lighting systems. Further, under the law the charter township may determine that all or part of the improvement's expense be defrayed by special assessment on lands abutting or benefiting from the improvement.
