Senator Joanne G. Emmons of the 23rd District offered the following invocation:

In times of trouble, the 23rd Psalm is not only a promise of comfort, but a promise for everyone and every time.

"The Lord is my shepherd; I shall not want. He maketh me to lie down in green pastures: he leadeth me beside the still waters. He restoreth my soul: he leadeth me in the paths of righteousness for his name's sake. Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me. Thou preparest a table before me in the presence of mine enemies: thou anointest my head with oil; my cup runneth over. Surely goodness and mercy shall follow me all the days of my life: and I will dwell in the house of the Lord for ever." Amen.

Senator Murphy entered the Senate Chamber.

Resolutions

Senator Emmons moved that consideration of the following concurrent resolution be postponed for today:

Senate Concurrent Resolution No. 11

The motion prevailed.

House Concurrent Resolution No. 57.

A concurrent resolution to express support for the proposed aerial gondola spanning the Detroit River and to encourage Windsor and Ontario authorities to expedite the project's approval.

Whereas, The warm relationships between Michigan and Ontario and between Detroit and Windsor have provided enormous benefits to the region and to the people who call the area on either shore of the Detroit River home. In an effort to highlight this relationship and further develop the resources of the Detroit-Windsor area, business and community leaders on both sides of the Detroit River are promoting the construction of an aerial gondola over the Detroit River. This project would create one of the most unique tourist attractions anywhere and focus attention on the concept of the "Two Nation Vacation"; and

Whereas, The proposed gondola line linking the downtowns of Detroit and Windsor offers many economic opportunities. A study commissioned by the Detroit Metro Convention and Visitors Bureau indicates that the project would result in $325.5 million in new visitor spending and would lure 1 million additional visitors, which would result in 5,200 new jobs. The gondola is expected to provide 3 million round trips annually with a crossing time for passengers of less than 5 minutes. One prominent area economist has predicted that the annual economic benefits could exceed the spending from the North American International Auto Show each year; and

Whereas, City officials in Detroit and Windsor and numerous private corporations and organizations have expressed strong support for this venture. With the enormous potential the aerial gondola holds for tourism development, the remaining obstacles need to be overcome to bring this idea to fruition; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That we express support for the proposed aerial gondola spanning the Detroit River and encourage Windsor and Ontario authorities to expedite the project's approval; and be it further

Resolved, That copies of this resolution be transmitted to the Mayor of Windsor, the Premier of Ontario, the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The House of Representatives has adopted the concurrent resolution.

Pending the order that, under rule 3.204, the concurrent resolution be referred to the Committee on Government Operations,

Senator Emmons moved that the rule be suspended.

The motion prevailed, a majority of the members serving voting therefor.

The question being on the adoption of the concurrent resolution,

Senator Emmons moved that the concurrent resolution be referred to the Committee on Transportation and Tourism.

The motion prevailed.

Senator Goschka was named co-sponsor of the concurrent resolution.

By unanimous consent the Senate proceeded to the order of

Statements

Senator Miller asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal.

The motion prevailed.

Senator Miller's statement is as follows:

I want to make a little statement about the hometown I come from and represent, the city of Warren. I know that many of the members realize and the sports pages realize March is hopefully the coming of spring, but also March is the tip-off of March Madness high school basketball. I had the privilege last night, Mr. President, to witness one of the finest high school basketball games that will go down in history in Macomb County between two of Warren's finest consolidated high schools. We have a lot of great high schools, but I just want to say that Principal John Mocny from Mott Marauders and Principal Joe Sayer from Warren Cousino can be proud of their two teams, who played three overtimes, and with 12 seconds left in the third overtime, the score was still tied.

I want to say that it was just a great, great opportunity to be a spectator there because I got to witness not only a great basketball game, but also what high school is all about and what we work here to preform. You get to see the whole school body--all the students from both schools there, the administrators there, the cheerleaders from both sides, the teams, and the parents. And the best thing of all--it was heartbreaking really--there shouldn't have been a loser with the way these two teams played last night, but it was just a great, great game.

I want to let the people at Mott High School know that their team played with such tenacity, such great sportsmanship, and it was sad that they lost. To Cousino High School where my children attended and attend, I just want to say that the five seniors there: Joe Galanty, Bob Salisbury, Mike Guzlak, Thomas Hill, and Bill Koenig; and the other starters there: Robert Gardner and Tom Spear; all played a great game. Mott High School had five young men who wouldn't stop, didn't know what it would be like to lose, and they played outstandingly. I wanted to say that their point guard, Jesus Grafilo, and their forward, Nick Thurman, who fouled out late in that game, played fabulously, along with a man who sent this game into the third overtime, their other starting guard, Chris Shepard, played great.

I mean after this game was over, I was just amazed by the good sportsmanship. The students of both schools were exemplifying what it is to be a good student. For those principals, those parents, and volunteers, I wanted to say that it had to be sad. I was happy to see Cousino win, but I was kind of sad to see Mott have to lose a game like that.

To my friends in the Detroit Free Press, I think that that game should have had front page billing because it will go down as one of the best high school games in Macomb County.

I just want to let all my members and colleagues here know that if they get a chance to attend one of these high school games in their area, they should go because it really, really reflects what we try to do here. These student athletes aren't boys anymore like we knew them in grade school and junior high; they are really outstanding young men. My hat goes off to both schools. What a great, great tournament. I hope the best for all the high schools across Michigan.
