Rev. Greg Van Heukelom, Pastor of Calvary Reform Church in Mattawan, offered the following invocation:

"Creator God, as we come before You this afternoon we are grateful for Your grace and Your mercy. God, we ask that You would forgive us, as we too often take the easy way out. We often look out for our own needs, ignoring the needs of the men and women, the boys and girls that You have chosen us to represent. We would ask that today, You would remove our political blinders and allow us to serve without regard or for praise. As we look, O Lord, over our great state from the deep of Lake Superior, the majestic iron mountains, the beauty of our farmlands and the spirit of our metropolitan areas, we are truly rich and blessed to be able to call Michigan our home. This afternoon, as in everyday that this group of men and women--our representatives meet, please open their eyes to see the true needs of others, open their hearts to feel the joys and the pain, open their ears to hear the languish and laughter of those they serve. Creator God, this afternoon as we come before You, we lift up to You the men and women who are in the military, who are overseas, who are there for our protection, and O Lord, who are there fighting against terrorism. We ask for Your protection, for Your mercy, for Your grace on them and for their families. Especially, we ask that You will be with the men and women who serve You through the Air National Guard and the Army National Guard here within our great state of Michigan. Bless those men and women who are deployed on their TDY's at this time. Lord, we also ask that You would be with the front line people here within our state, the EMT, the fire department men and women and the police officers. Lord, allow us to give them the respect and the honor that they truly deserve. Now, this afternoon, bless this group of individuals. May they do not their work, but Your work. In Your name we pray. Amen."

House Resolution No. 434.

A resolution observing September 16-22, 2002, as Pollution Prevention Week in Michigan.

Whereas, Pollution prevention is being promoted as a priority in achieving environmental quality in the state of Michigan in a week of observance, education, and outreach. The people of Michigan are proud of our state's beauty, natural resources, and environment. The presence of pollutants may pose a threat to our environment, public health, and safety; and

Whereas, Pollution prevention is a fundamental approach to protect the environment and maintain the health and safety of workers in the workplace by preventing pollution before it occurs. Pollution prevention can benefit businesses by increasing industrial efficiency through process and material waste reduction, thereby saving businesses time and money. By a proactive approach to pollution prevention, Michigan can meet the challenges of having both a sustainable environment and healthy economy for its citizens and businesses; and

Whereas, The passage of the Clean Michigan Initiative bond fund has provided valuable new funding for pollution prevention activities and will result in a greater citizen awareness and support for pollution prevention throughout the entire state; and

Whereas, Pollution Prevention Week is an opportunity for the people of Michigan to join together for a clean and vibrant Michigan by taking action in promoting the reduction of waste at its source of generation and identifying where this is not feasible to reuse and recycling; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body observe September 16-22, 2002, as Pollution Prevention Week in Michigan. We encourage all businesses and community members to participate in local and regional celebratory and educational activities; and be it further

Resolved, That a copy of this resolution be transmitted to the organizers of this event as evidence of our respect and esteem.

Pending the reference of the resolution to a committee,

Rep. Patterson moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. Richner, Van Woerkom, Bishop, Gosselin, Mead, Howell, Vander Roest, Koetje, DeRossett, Hansen, Woodward, Wojno, Kooiman, Birkholz, Stewart, Murphy, Sheltrown, Quarles, Rich Brown, Jacobs, Kuipers, Adamini, Anderson, Neumann, Zelenko, Spade, Faunce, Hager, Ehardt, Julian, Meyer, Bradstreet, Vear, Newell, Kolb, Jelinek, Cassis, Jansen, Richardville, Voorhees, DeWeese, Rocca, Shulman, Lipsey, Mans, Lockwood, Jamnick, Shackleton, Toy, Clarke, Pappageorge, Minore, Drolet, Vander Veen, Caul, Phillips, Kowall and Switalski offered the following resolution:

House Resolution No. 435.

A resolution honoring and thanking John Brooks upon his retirement as the District Governor of the Rotary International District 6400.

Whereas, It is with a strong sense of admiration for all of the sacrifices he has made on behalf of the people of Grosse Pointe that we salute John Brooks. His retirement as the District Governor of the Rotary International District 6400 marks the end of an era of effectiveness and efficiency in public service. We thank this conscientious individual on this occasion with confidence that Grosse Pointe will long benefit from his hard work; and

Whereas, In the 21 years since John Brooks began his responsibilities as a member of the Grosse Pointe Rotary Club, the people of Grosse Pointe have appreciated the dedication and belief in his community's future that have marked all elements of his work. Mr. Brooks served as President of the Grosse Pointe Rotary Club and as the Annual Giving Chair for the Grosse Pointe Rotary Club. He also chaired the Rotary International Foundation Committee and the District Conference. Mr. Brooks is also very active in his community having served as past president of the Grosse Pointe Farms Little and Babe Ruth Leagues. At a time in our history in which local officials face many challenges and changes, John Brooks has responded with energy and a heartfelt concern for the citizens, businesses, and institutions of Grosse Pointe; and

Whereas, John Brooks takes with him into retirement many memories of the difficult tasks that have fallen to him and valuable insights into the complexity of our system of self-government. In addition to his formal duties and titles, he has contributed a great deal to the community through his devotion to his family. He and his wife, Bunny, whom he married in 1998, are very proud of their five children. We hope that his retirement affords him more time to share with them. He certainly has earned this and more. With all that he has given to the people of Grosse Pointe and the East side, he can also take a great deal of personal pride and satisfaction; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body honor and thank John Brooks upon his retirement as the District Governor of the Rotary International District 6400. May health and happiness be his in the future; and be it further

Resolved, That a copy of this resolution be transmitted to John Brooks as a token of our esteem.

Rep. Patterson moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.
