               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

           SEC. 270.  BEGINNING OCTOBER 1, 1999, IF A STATE AGENCY CRE-

      ATES A DATABASE WITH THE USE OF STATE FUNDS, THE DATABASE SHALL

      BE ESTABLISHED, LOCATED, AND MAINTAINED IN THIS STATE.
