A SUMMARY OF HOUSE BILL 5120 AS INTRODUCED 11-10-99


Under the Penal Code, it is a felony to carry a pistol, concealed or otherwise, in a vehicle. This prohibition does not apply in certain circumstances, such as when the pistol is unloaded in a wrapper or container in the trunk of the vehicle, the owner has a valid Michigan hunting license or proof of valid membership in an organization with pistol shooting range facilities, and he or she is going to or from a hunting or target shooting area. House Bill 5120 would amend the code to delete the requirements that the person have a valid Michigan hunting license, or proof of valid membership in an organization with pistol shooting range facilities. Under the bill, a person could carry a pistol unloaded in a wrapper or container in the trunk of the person's vehicle while the person was going to or from a hunting or target shooting area.
