5. Amend page 50, following line 15, by inserting:

"(19) FOR 2000-2001 ONLY, FOR A DISTRICT THAT IS A SCHOOL DISTRICT OF THE FIRST CLASS UNDER THE REVISED SCHOOL CODE, THE DISTRICT SHALL RECEIVE AN ADDITION TO ITS FOUNDATION ALLOWANCE IN AN AMOUNT EQUAL TO THE QUOTIENT OF $15,000,000.00 DIVIDED BY THE DISTRICT'S MEMBERSHIP OTHER THAN SPECIAL EDUCATION PUPILS." and renumbering the remaining subsections.

6. Amend page 50, line 21, by striking out all of subsection (20).

7. Amend page 61, line 5, after "EXCEED" by striking out "$1,803,786,800.00" and inserting "$1,818,786,800.00".

"(2) (3) The assessments administered for the purposes of this section shall be administered to pupils during the last 30 school days of grade 11. The department shall ensure that the assessments are scored and the scores are returned to pupils, their parents or legal guardians, and districts not later than the beginning of the pupil's first semester of grade 12. Not later than fall 1999, the THE department shall arrange for those portions of a pupil's assessment that cannot be scored mechanically to be scored in Michigan THIS STATE by persons who are Michigan teachers, retired Michigan teachers, or Michigan school administrators and who have been trained in scoring the assessments. The returned scores shall indicate the pupil's scaled score for each subject area assessment , AND the range of scaled scores for each subject area. , and the range of scaled scores required for each category established under subsection (2). In reporting the scores to pupils, parents, and schools, the department shall provide specific, meaningful, and timely feedback on the pupil's performance on the assessment." and renumbering the remaining subsections.

19. Amend page 145, line 9, after "subsection" by striking out "(4)" and inserting "(5)".

20. Amend page 146, line 26, after "subsection" by striking out "(4)" and inserting "(5)".

Senate Resolution No. 148.

A resolution to honor the Governor's Council on Physical Fitness.

Whereas, It is a distinct privilege for this legislative body to honor the Governor's Council on Physical Fitness for its outstanding leadership in promoting exercise among Michigan citizens. Their leadership has garnered for them recent recognition as the Gold Star Award recipient as the State Council of the Year at the National Association of Governor's Councils on Physical Fitness and Sports; and

Whereas, Michigan was selected because of its long-term impact on local communities and the state in promoting the health benefits of physical activity and the success of its behavior change programs; and

Whereas, The Council established the Exemplary Physical Education Curriculum (EPEC), consisting of lessons and teaching-learning progressions that have been implemented in 50 percent of Michigan school districts. The EPEC staff have trained over 600 teachers since February 1998 when the curriculum's first edition was published; and

Whereas, The Governor's Council Awards Program that recognizes businesses, schools, and other groups that promote health has seen significant growth. Last year's awards were presented to over 165 recipients in four categories of healthy workplace, exemplary physical education, amateur sports, and getting Michigan communities moving; and

Whereas, The Council has consistently worked to raise public awareness through published brochures and position papers, increased media attention to the health benefits of physical activity, its Web site at www.michiganfitness.org, and health promotion and fitness events delivered by the 11 regional fitness councils; and

Resolved by the Senate, That we express our congratulations and support for the Governor's Council on Physical Fitness as the Gold Star Award recipient as the State Council of the Year for its outstanding efforts to increase public awareness of the health benefits of physical activity; and be it further
