Senator Jackie Vaughn III of the 4th District offered the following invocation:
In early times, as most of you know, when men and women felt helpless, separated, and left out of business, they prayed. Today when we feel helpless, estranged, and left out in a different and perhaps more frightening way, we again are called on to pray.
With that spirit in mind, Spirit of the loving God, You called on all of us to be daring stewards and co-creators of Your Word. To care for Your generation, be with this body which is charged and trusted and empowered with so much by love, which is justice. Grant us compassion and laws to care for the poor, the oppressed, and the least among us by love, which is compassion. Overcome parochial and crippling division to transcend law alone, for it is love that binds us together.
Hear our prayer, O Lord, and give ear unto our cries. Hold not Thy peace at my tears, for I am a stranger with Thee in this land and a sojourner as my foreparents were. This is our prayer for the beginning of a new session. Amen.

Statements
Senator Jaye asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal.
The motion prevailed.
Senator Jaye's statement is as follows:
I very proudly voted for Senate Bill No. 501. I think it's abuse of the students, of the parents, and of the taxpayers of the state of Michigan that the powerful teachers' union has put in state laws which require certification of individuals before they can teach in public school classes.
This bill, which would allow speech pathologists to teach in public schools without certification, is a step in the right direction, but we should go much farther.
To show you how corrupt the teachers' union is, they do not allow carpenters, who are licensed, to teach apprenticeships to teach wood shop. They don't allow symphony musicians, who teach other musicians, to teach a music class. They don't allow engineers in the state of Michigan, licensed and degreed engineers with experience, to teach math classes. The teachers' union doesn't allow scientists to teach chemical classes--chemistry, physics, or advanced science classes. They don't allow insurance agents skilled in actuary tables to teach statistics or any of the other classes. They don't allow food professionals, some of the best chefs, to teach food processing services. They don't allow doctors to teach health classes.
What we have under the current Michigan teacher licensing profession is protectionism at its worse. It denies students the right to be able to have an individual, even a college professor, who teaches education classes to these teachers, from teaching a class or two during the week or for a year at public schools. That shows you how public school teacher unions are abusing taxpayers, are blocking out any kind of quality that could be added by having the real practical experience of professionals outstanding in their profession bring that knowledge of building skills into the classroom.
I truly believe that we as a Legislature not only have the responsibility, but we have the duty to be pushing this legislation to allow individuals who have had the work experience, have the work degree certification, have had the accolade of their own peers, who happen to work for a company that might allow them to take a period of time off or who might be retired and might not want a full-time schedule, but might be able to teach an hour a day or a day or week, to be able to add to the quality, the education standards, and also the employability of our public school teachers and public school students as opposed to maintaining the monopoly of the public school teachers.
By unanimous consent the Senate returned to the order of
