House Resolution No. 339.
A resolution to memorialize the President and the Congress of the United States to deny permanent normal trade relations status for the Republic of China and to oppose China's entry into the World Trade Organization.
Whereas, The Republic of China has taken steps to become a member of the World Trade Organization (WTO). There have also been discussions about our country extending permanent normal trade relations status to the Republic of China. Attaining these trade milestones would give China recognition and status as an equal, legitimate partner with other countries; and
Whereas, The Republic of China has an abysmal record on human rights. Authorities routinely arrest those who attempt to engage in legitimate political opposition and oppress those whose religious or political beliefs differ from those of the regime. Those in power in China ignore the rights of workers and intimidate and imprison people who seek to improve their working conditions; and
Whereas, China's neighbors consider it a grave military threat. In recent months, the world has witnessed a significant increase in tensions in the region; and
Whereas, The World Trade Organization, through its promotion of global markets, promotes multinational corporations that exploit child labor and sponsor sweatshops and poor working conditions. The WTO has not shown itself to be a champion of reform in member countries; and
Whereas, China's membership in the WTO would increase the importation into the United States of cheap manufactured goods and agricultural products that are made inexpensive by the low pay and poor working conditions of Chinese laborers. These imports would unfairly compete with goods made in countries that meet certain workplace and environmental standards; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the President and the Congress of the United States to deny permanent normal trade relations status for the Republic of China and to oppose China's entry into the World Trade Organization; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
