A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 803j, 803k, 803l, 803n, and 803o (MCL 257.803j, 257.803k, 257.803l, 257.803n, and 257.803o), as amended by 1994 PA 104. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 803j. (1) A person who was a member of the armed serv- 2 ices OR A PERSON WHOSE SPOUSE WAS A MEMBER OF THE ARMED SERVICES 3 during the Korean War may make application to the secretary of 4 state for a special registration plate, which shall display an 5 appropriate vignette preceding the registration numbers and shall 6 have the word "veteran" inscribed beneath the registration 7 numbers. 8 (2) Application for a special registration plate shall be on 9 a form prescribed by the secretary of state, and shall be 03122'97 VPW 2 1 accompanied by any proof of the applicant OR APPLICANT'S SPOUSE 2 having been a Korean War veteran which the secretary of state may 3 require. The application for a special registration plate shall 4 also be accompanied with payment of a $5.00 service fee. 5 (3) Upon proper application and payment of the $5.00 service 6 fee, the secretary of state shall issue 1 or more special regis- 7 tration plates for each applicant for use on a passenger 8 vehicle. A person who is handicapped who makes application for a 9 special registration plate under this section and who makes pay- 10 ment of the $5.00 service fee shall be issued a handicapper tab 11 as provided in section 803f for his or her special registration 12 plate. The secretary of state shall require the same proof that 13 the applicant is a handicapper as is required for issuance of a 14 permanent windshield placard under section 675. A person issued 15 1 or more special registration plates under subsection (1) shall 16 be assessed the applicable tax provided in section 801. 17 (4) The use of a special registration plate on a vehicle 18 other than the vehicle for which the plate is issued, or by a 19 person who does not qualify under this section, is a 20 misdemeanor. 21 (5) The special registration plate issued under this section 22 shall expire on the birthday of the vehicle owner. When new 23 plates are issued by the secretary of state, application for 24 renewal of the special registration plate shall be accompanied by 25 a $5.00 service fee. The applicant shall not be required to fur- 26 nish the proof provided in subsection (2). 03122'97 3 1 Sec. 803k. (1) A person who was a member of the armed 2 services during the Vietnam War OR A PERSON WHOSE SPOUSE WAS A 3 MEMBER OF THE ARMED SERVICES DURING THE VIETNAM WAR may make 4 application to the secretary of state for a special registration 5 plate, which shall display an appropriate vignette preceding the 6 registration numbers and shall have the word "veteran" inscribed 7 beneath the registration numbers. 8 (2) Application for a special registration plate shall be on 9 a form prescribed by the secretary of state, and shall be accom- 10 panied by any proof of the applicant OR APPLICANT'S SPOUSE having 11 been a Vietnam War veteran which the secretary of state may 12 require. The application for a special registration plate shall 13 also be accompanied with payment of a $5.00 service fee. 14 (3) Upon proper application and payment of the $5.00 service 15 fee, the secretary of state shall issue 1 or more special regis- 16 tration plates for each applicant for use on a passenger 17 vehicle. The application for a special registration plate shall 21 also be accompanied with payment of a $5.00 service fee. 22 (3) Upon proper application and payment of the $5.00 service 23 fee, the secretary of state shall issue 1 or more special regis- 24 tration plates for each applicant for use on a passenger 25 vehicle. The secretary of state shall require the 3 same proof that the applicant is a handicapper as is required for 4 issuance of a permanent windshield placard under section 675. A 5 person issued 1 or more special registration plates under 6 subsection (1) shall be assessed the applicable tax provided in 7 section 801. 8 (4) The use of a special registration plate on a vehicle 9 other than the vehicle for which the plate is issued, or by a 10 person who does not qualify under this section, is a 11 misdemeanor. 12 (5) The special registration plate issued under this section 13 shall expire on the birthday of the vehicle owner. When new 14 plates are issued by the secretary of state, application for 15 renewal of the special registration plate shall be accompanied by 16 a $5.00 service fee. (1) A person who was a member OR A PERSON WHOSE 19 SPOUSE WAS A MEMBER of the Michigan national guard, the United 20 States armed forces reserve, or any branch of the armed services 21 of the United States and who was called to active duty during the 22 Persian Gulf War may apply to the secretary of state for a spe- 23 cial registration plate, which shall display an appropriate 24 vignette preceding the registration numbers and shall have the 25 word "veteran" inscribed beneath the registration numbers. 26 (2) A person who was a member OR A PERSON WHOSE SPOUSE WAS A 27 MEMBER of the armed services during the conflict in Grenada, the 03122'97 6 1 conflict in Panama, or the conflict in Lebanon may apply to the 2 secretary of state for a special registration plate, which shall 3 display an appropriate vignette preceding the registration num- 4 bers and shall have the word "veteran" inscribed beneath the reg- 5 istration numbers. 6 (3) Application for a special registration plate shall be on 7 a form prescribed by the secretary of state, and shall be accom- 8 panied by any proof of the applicant OR APPLICANT'S SPOUSE having 9 been a war or conflict veteran which the secretary of state may 10 require. The application for a special registration plate shall 11 also be accompanied with payment of a $5.00 service fee. 12 (4) Upon proper application and payment of the $5.00 service 13 fee, the secretary of state shall issue 1 or more special regis- 14 tration plates for each applicant for use on a passenger 15 vehicle. A person who is handicapped who applies for a special 16 registration plate under this section and who pays the $5.00 17 service fee shall be issued a handicapper tab as provided in 18 section 803f for his or her special registration plate. The sec- 19 retary of state shall require the same proof that the applicant 20 is a handicapper as is required for issuance of a permanent wind- 21 shield placard under section 675. A person issued 1 or more spe- 22 cial registration plates under subsection (1) or (2) shall be 23 assessed the applicable tax provided in section 801. 24 (5) The use of a special registration plate on a vehicle 25 other than the vehicle for which the plate is issued, or by a 26 person who does not qualify under this section, is a 27 misdemeanor. 03122'97 7 1 (6) The special registration plate issued under this section 2 shall expire on the birthday of the vehicle owner. When new 3 plates are issued by the secretary of state, application for 4 renewal of the special registration plate shall be accompanied by 5 a $5.00 service fee. The applicant shall not be required to fur- 6 nish the proof provided in subsection (3). 7 Sec. 803o. (1) On and after December 18, 1992, a person who 8 was a member OR A PERSON WHOSE SPOUSE WAS A MEMBER of the 9 Michigan national guard, the United States armed forces reserve, 10 or any branch of the armed services of the United States and who 11 was called to active duty during a declared war or an armed con- 12 flict in which the United States was a participant may apply to 13 the secretary of state for a special registration plate, which 14 shall display an appropriate vignette preceding the registration 15 numbers and shall have the word "veteran" inscribed beneath the 16 registration numbers. 17 (2) Application for a special registration plate shall be on 18 a form prescribed by the secretary of state, and shall be accom- 19 panied by any proof of the applicant OR APPLICANT'S SPOUSE having 20 been a veteran of a declared war or an armed conflict in which 21 the United States was a participant which the secretary of state 22 may require. The application for a special registration plate 23 shall also be accompanied with payment of a $5.00 service fee. 24 (3) Upon proper application and payment of the $5.00 service 25 fee, the secretary of state shall issue 1 or more special regis- 26 tration plates for each applicant for use on a passenger 27 vehicle.
