        A bill to amend 1994 PA 451, entitled

   "Natural resources and environmental protection act,"

   by amending section 82113 (MCL 324.82113), as added by 1995 PA

   58.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 82113.  (1) The owner of a snowmobile having been

 2    issued a certificate of registration for the snowmobile shall

 3    PAINT ON OR attach in a permanent manner to each side of the for-

 4    ward half of the snowmobile the registration  decal  NUMBER

 5    assigned to that snowmobile IN BLOCK CHARACTERS OF GOOD PROPOR-

 6    TION, NOT LESS THAN 3 INCHES IN HEIGHT, READING FROM LEFT TO

 7    RIGHT.  THE NUMBERS SHALL CONTRAST SO AS TO BE DISTINCTLY VISIBLE

 8    AND LEGIBLE.  A NUMBER OTHER THAN THE NUMBER AWARDED TO THE

 9    SNOWMOBILE ON THE REGISTRATION CERTIFICATE, OR GRANTED

 1    RECIPROCITY UNDER THIS PART, SHALL NOT BE ATTACHED OR OTHERWISE

 2    DISPLAYED ON THE SNOWMOBILE.

 3         (2) Not earlier than 90 days before the expiration date of a

 4    certificate, a registration decal or other device may be issued

 5    indicating that the certificate of registration is in full force

 6    and effect.

 7         (3) A certificate of registration shall expire pursuant to

 8    section 82105.

 9         (4) The department of state may award a certificate of

10    number directly or may authorize a person to act as its agent for

11    the awarding of a certificate of number.

12         (5) Records of the department of state made or kept pursuant

13    to this part shall be made available to the public in compliance

14    with the freedom of information act,  Act No. 442 of the Public

15     Acts of 1976, being sections 15.231 to 15.246 of the Michigan

16     Compiled Laws  1976 PA 442, MCL 15.231 TO 15.246.
