        A bill to amend 1976 PA 442, entitled

   "Freedom of information act,"

   by amending section 1 (MCL 15.231), as amended by 1996 PA 553.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 1.  (1) This act shall be known and may be cited as the

 2    "freedom of information act".

 3         (2) It is the public policy of this state that  , consistent

 4     with this act,  all persons, except those persons incarcerated in

 5    state or local correctional facilities, are entitled to full and

 6    complete information regarding  governmental decision-making  THE

 7    AFFAIRS OF GOVERNMENT AND THE OFFICIAL ACTS OF THOSE WHO REPRE-

 8    SENT THEM AS PUBLIC OFFICIALS AND PUBLIC EMPLOYEES, consistent

 9    with this act.  The people shall be informed so that they may

10    fully participate in the democratic process.
