A resolution of tribute commemorating the 27th Anniversary banquet of the Arab Community Center for Economic and Social Services.
Whereas, It is with the greatest pleasure that the members of the Michigan Senate commemorate the 27th Anniversary banquet of the Arab Community Center for Economic and Social Services (ACCESS). This occasion, scheduled for Saturday, April 4, 1998, at Cobo Hall in Detroit, is the largest Arab-American event in Michigan, with over 2,000 expected in attendance. It is a most appropriate opportunity to convey our sincere regard for the positive and productive role ACCESS has played in the lives of members of the Arab-American community; and
Whereas, ACCESS, with its wide- range of services, including family counseling, day care, a teen clinic, and other important educational and social programs, has helped to make the transition to life in America better and more understandable for many new Arab-American immigrants who have made this southeast Michigan community their home. It provides needed assistance and support for people coping with a new language, and helps them to understand the laws and regulations of our form of government and marked differences in culture and tradition; and
Whereas, A bridge to understanding and success in a new land, ACCESS, through its programs and bilingual newsletter, has reached out to become an integral part of the community. ACCESS-sponsored instructors teach both English and Arabic languages, and new Americans who need answers to questions concerning health care, employment, and opportunities for education and training find that they have a place to come for help and advice. In hosting such events as festivals and dances, ACCESS also draws people together in an atmosphere of enjoyment and mutual support, further establishing itself as a center of community activity and contributing to the cultural richness and diversity of our Great Lake state; now, therefore, be it
Resolved by the Senate, That highest tribute be hereby accorded in commemoration of the 27th Anniversary banquet of the Arab Community Center for Economic and Social Services being celebrated on April 4, 1998, in Detroit; and be it further
Resolved, That a copy of this resolution be transmitted to the organizers of this event as evidence of our esteem and best wishes for the continued success of their endeavors to help and encourage others in the Arab-American community.

Senator Berryman offered the following resolution:
Senate Resolution No.161.
A resolution to encourage the Michigan Jobs Commission and the Governor to work with officials of Ameritech and the city of Lansing to identify alternatives to closing Ameritech's customer care center in Lansing.
Whereas, The recent announcement that Ameritech will close its customer care center in Lansing has shocked Michigan's capital city and the 400 employees slated to lose their jobs or face relocation. This decision was made public with little warning to community leaders and the men and women who have worked at the center and earned it good ratings for the quality of its service; and
Whereas, The unexpected announcement of the loss of 400 jobs in Lansing is especially disturbing because of the fact that Lansing became a twenty-four-hour service center in the fall of 1997. Some of the individuals faced with the prospect of moving have faced the same situation with Ameritech in the very recent past; and
Whereas, While business decisions are influenced by numerous factors, it is appropriate to encourage everyone involved to explore all possible alternatives to disrupting so many lives. The impact of this proposal will certainly be felt far beyond the 400 men and women facing major changes or unemployment. With the resources of Lansing and Michigan, there may be other ways to meet the corporation's needs; now, therefore, be it
Resolved by the Senate, That we encourage the Michigan Jobs Commission and the Governor to work with officials of Ameritech and the city of Lansing to identify alternatives to closing Ameritech's customer care center in Lansing; and be it further
Resolved, That copies of this resolution be transmitted to the office of the Governor, officials of Ameritech, the office of the Mayor of Lansing, and the Michigan Jobs Commission.

Senator Conroy's statement is as follows:
Today we passed Senate Bill No.700, which is a bill that deals with the licensing of physicians in this state. This legislation was supported by both doctor groups: the osteopaths and the medical doctors. I appreciate the legislation being taken up. It was as a result of a physician who has had a substantial amount of problems in terms of suits and allegations of poor practice against him when he was practicing in Manitoba, Canada. Apparently, we were not able to investigate those claims and allegations because we didn't have a law allowing our medical department to do that.
This bill allows for the scrutiny we need to make on physicians who apply for a license in this state, either from out of country or if they are members of the military. In either case, we will be able to scrutinize their application. They have to sign a waiver to allow us to do that in the application process. We will make sure that these doctors are well qualified. And I must say, that 99.9 percent of the doctors we have in this state are well qualified and do a good job; it's just that this was a little bit of a hole in the application process that got filled today. It will prevent in the future any doctors from applying who haven't had admirable service in a different state or nation. So I appreciate the support of my colleagues today. Senate Bill No.700 should move through the House as quickly as possible and get signed by the Governor.
