Many statutes relating to the environment and natural resources were repealed and their provisions were recodified under the Natural Resources and Environmental Protection Act (NREPA), which was created by Public Act 451 of 1994 and expanded by Public Acts 57 through 61 of 1995. Since a number of laws still contain references to the repealed statutes, however, it has been suggested that these laws be amended to reflect changes made by the NREPA.

House Bill 5276 would repeal Part 33 of the Natural Resources and Environmental Protection Act, which pertains to the contamination of waters. House Bills 5277 through 5299 and 5301 through 5336 would amend various acts to replace references to
repealed statutes with references to the Natural Resources and Environmental Protection Act, and to delete references to other repealed statutes.
House Bills 5277 and 5278 would amend Public Act 151 of 1978 and Public Act 159 of 1993, respectively, which provide for the establishment of a base conversion authority. House Bill 5279 would amend Public Act 359 of 1974, which authorizes the Department of Natural Resources to convey certain lands within the Sleeping Bear Dunes National Lakeshore Park.
House Bill 5280 would amend Public Act 105 of 1855, which regulates the disposition of surplus funds in the State Treasury. House Bill 5281 would amend Public Act 72 of 1979, which requires the Governor to report certain tax expenditure items with the annual budget
message to the Legislature. House Bill 5282 would amend the Administrative Procedures Act. House Bill 5283 (S-1) would amend the State Employees Retirement Act.
Department of Environmental Quality. House Bill 5312 would amend the Michigan Family Farm Development Act. House Bill 5313 would amend the Hazardous Substances Act.
House Bill 5284 would amend Public Act 246 of 1945, which authorizes township boards to adopt ordinances and regulations; provides for the establishment of a township police department; and prescribes powers and duties of township boards and certain local and State officers and agencies. House Bill 5285 would amend the Township and Village Public Improvement and Public Service Act. House Bill 5286 would amend the Charter Township Act.
House Bill 5287 would amend Public Act 293 of 1966, which provides for the establishment of charter counties. House Bill 5288 would amend Public Act 139 of 1973, which provides for county governments, county managers, and county executives. House Bill 5289 would amend the County Department of Solid Waste Management Act. House Bill 5290 would amend Public Act 156 of 1851, which defines the powers and duties of the county boards of commissioners.
House Bill 5291 would amend the General Law Village Act. House Bill 5292 would amend the Home Rule Village Act. House Bill 5293 would amend the Fourth Class City Act. House Bill 5294 would amend the Home Rule City Act. House Bill 5295 would amend the Urban Cooperation Act. House Bill 5296 would amend the County Rural Zoning Enabling Act. House Bill 5297 would amend the Township Rural Zoning Act.
House Bill 5298 would amend the State Construction Code Act. House Bill 5299 would amend the Land Reclamation and Improvement Authority Act. House Bill 5301 would amend the revenue Act. House Bill 5302 would amend Public Act 15 of 1959, which provides for the transfer of the collection of motor fuel taxes from the Secretary of State to the Department of Treasury.
House Bill 5314 would amend the Dog Law. House Bill 5315 would amend Public Act 280 of 1965, which provides for the licensure and regulation of slaughterhouses. House Bill 5316 would amend Public Act 239 of 1982, which provides for the licensure and regulation of animal food manufacturing plants, the disposal of dead animals, and poultry composting. House Bill 5317 would amend Public Act 189 of 1955, which provides for the licensure and regulation of mink farms.
House Bill 5318 would amend the Public Health Code. House Bill 5319 would amend the Low- level Radioactive Waste Authority Act.
House Bill 5320 would amend the School Code. The bill also would delete the requirement that facilities used in an educational program by a intermediate school board be acquired under Public Act 108 of 1969. The Code would continue to require that the educational recreation program operated by an intermediate school district under an agreement with an appropriate local authority be approved by the State Board of Education.

conform to legislative changes that have made in the statutes that would be amended by those bills since the bills were introduced.

House Bill 5276 would repeal Part 33 (included in Public Act 451 of 1994), which has been recodified in Part 479 (added by Public Act 57 of 1995). The rest of the bills simply would update a number of laws by replacing references to repealed environment and natural resources acts with references to the Natural Resources and Environmental Protection Act.
