CONTENT

 

The bill would amend the State School Aid Act to provide supplemental funding for mathematics and science centers in FY 1996-97 and expand eligibility for participation in adult education as described below:

 

--  Funding to existing mathematics and science centers in FY 1996-97 would be increased to the amount received in FY 1995-96.

--  A new satellite extension would be established in Tuscola Intermediate School District (ISD) operated by Saginaw Valley State University Mathematics and Science Center.

--  The Department of Education would determine the allocation of $145,000 in FY 1996-97 between the "Tune in Math and Science" project conducted by Michigan State University and the conversion of the Allegan ISD satellite to a mathematics and science center.

--  The bill would permit adult students who received a General Education Development (GED) certificate between October 1, 1993, and October 1, 1996, to enroll in adult high school completion.

--  The requirement that adults enrolling in GED preparation programs be at or above the ninth grade level in reading and mathematics would be eliminated.

--  Adults who are not within 900 instructional hours of receiving a high school diploma could enroll in adult high school completion upon being informed of the GED option and that after 900 hours of instruction, payment of tuition would be required to continue in the program.

FISCAL IMPACT

 

The bill would increase School Aid expenditures by $247,500 General Fund in FY 1996-97. Of that amount, $165,000 would be used to increase payments to each mathematics and science center by approximately 2.2% over the current appropriation, restoring funding to the FY 1995-96 level, and $82,500 would be granted to Saginaw Valley State University Mathematics and Science Center to establish a satellite site in Tuscola ISD. The Department of Education would be given discretion over the distribution of $145,000 in FY 1996-97 to either Tune in Math and Science or the proposed new Allegan ISD mathematics and science center. In FY 1995-96, Tune in Math and Science received $145,000 from the mathematics and science center appropriation and $55,000 in Federal Eisenhower State Leadership funds. The Department of Education staff have indicated that additional State Leadership funds might be available for the Tune in Math and Science project in FY 1996-97.

 

The adult education changes would have no State fiscal impact, but would give districts conducting adult education programs more flexibility in enrolling students in available programs.
