CONTENT
The bill would amend Part 601 (Geological Survey) of the Natural Resources and Environmental Protection Act to require the Legislature to appropriate $3.0 million to the Michigan Geological Survey to carry out certain responsibilities.
The Natural Resources and Environmental Protection Act allows the Michigan Geological Survey to receive money or other assets to implement Part 601 from any of the following:
-- Funds appropriated by the Legislature.
-- Federal, State, municipal, or private grants.
-- Any other sources approved by the governing institution.
The bill would require the Legislature to appropriate $3.0 million annually to the Michigan Geological Survey to carry out responsibilities under Section 60104 and, in particular, to survey geological conditions in the following:
-- Areas identified by the Water Use Advisory Council as having a priority need for geologic data.
-- Areas identified by the Department of Environment, Great Lakes, and Energy as having soil or groundwater contamination.

FISCAL IMPACT
The bill would have a negative fiscal impact on the State and no fiscal impact to local government. Under the bill, $3.0 million would be appropriated annually to the Michigan Geological Survey if the Legislature chose to do so for that purpose. The bill does not specify
what the fund source for the $3.0 million would be, but past statutory appropriations with an unspecified fund source have been assumed to come from the State General Fund.
